On 1 October 2026, a category of WhatsApp message that costs you nothing today starts costing ₹0.1150 each. Whether that is a rounding error or a real line on your budget depends on one number about your own traffic, and most businesses have never had a reason to measure it.
Here is what changes, how to work out your own exposure, and why the answer for most people is “less than you fear, and worth checking anyway”.
What is free today
WhatsApp has a concept called the customer service window. When a customer messages your business, a 24-hour window opens. Inside it, you can reply freely — no template, no approval, and no per-message charge from Meta.
Meta currently extends that free treatment slightly further: utility and authentication templates sent inside an open window are also free. An order confirmation, a shipping update, a one-time passcode — if the customer messaged you in the last 24 hours and you send one of those, Meta charges nothing.
Outside the window, the rules are different and always have been. Only an approved template can reopen a closed conversation, and Meta bills it at its category rate:
- Marketing: ₹0.8631
- Utility: ₹0.1150
- Authentication: ₹0.1150
Those are Meta’s published India rates, effective 1 July 2026, and they are identical on every platform in the country. If your provider charges you something else, the difference is theirs, not Meta’s — which is a separate article.

What changes on 1 October
Only one thing: utility and authentication templates inside the service window stop being free and start being billed at the same ₹0.1150 as they are outside it.
Marketing templates remain billed. No platform’s software fee changes because of this — ours certainly does not. (Free-form replies changed on the same date, too: the first 1,000 a month on each number stay free, and the rest are billed. See the update at the top.)
So the entire question is: how many utility and authentication templates do you send to customers who messaged you in the previous 24 hours?
The arithmetic
Suppose a business sends 10,000 in-window utility messages a month — order updates sent in reply to customers who just asked “where is my order?”.
| Today | From 1 October | |
|---|---|---|
| 10,000 in-window utility messages | ₹0 | ₹1,150.00 |
| GST at 18% | ₹0 | ₹207.00 |
| Monthly change | ₹1,357.00 |
Ten thousand is a round number chosen to make the arithmetic legible, not an estimate of anyone’s traffic. Put your own number in here:

The shape of the answer, though, generalises. At ₹0.1150 a message, the change costs roughly ₹115 per thousand in-window utility messages, plus GST. You have to be sending a very great many of them for this to become a problem, and if you are, you are running a high-volume operational channel where ₹115 per thousand notifications is not the number that decides anything.
Who this actually affects
Sorted by how much they should care:
Businesses whose WhatsApp is mostly reactive support. Customer asks, you answer, sometimes with a utility template because it carries a tracking link or a button. These are the businesses with the highest in-window ratio, and the ones for whom this is a genuine, if small, new cost.
Anyone sending OTPs after an inbound message. Authentication templates are the same ₹0.1150 and the same rule change. If your login flow puts the customer in WhatsApp first and then sends a code, those codes are about to start costing.
High-volume logistics and delivery notifications. Only if they are in-window. Most shipping notifications are not — you send them when the courier scans a parcel, not when the customer messages. Those were already billed.
Everyone whose channel is mostly marketing. No change at all. Marketing templates have always been billed, at 7.5 times the utility rate, and they are almost certainly the biggest line on your Meta invoice already.
How to find your own number
You do not need a consultant for this. In your Meta Business Manager, under the WhatsApp account’s billing activity, Meta itemises charges by conversation category and marks free-tier entries. The in-window utility messages are the ones currently showing at zero.
Count them for one representative month. Multiply by ₹0.1150. Add 18%. That is your answer, and it is the same answer regardless of which platform you use, because it is Meta’s charge, not your platform’s.
If you cannot find that itemisation on your Meta account, there is a reasonable chance you do not have a Meta billing relationship at all — which means your provider is reselling messages to you and the free tier’s disappearance may or may not be passed on to you honestly. Worth knowing either way.
What to do about it
Mostly nothing, and I would be suspicious of anyone selling you a solution.
Do not stop sending utility messages. A ₹0.1150 order update that stops a customer messaging your support team is the cheapest thing on your bill. The cost of the message is not the cost you are managing.
Do check whether they should be utility templates at all. If the customer messaged you 20 minutes ago and the window is open, a free-form reply does the same job. It is free while you’re inside your 1,000 free replies for the month, and never costs more than the template after that. Templates exist to reopen conversations and to carry structured buttons. If you are sending a template inside an open window purely out of habit, you were paying nothing for that habit and are now paying something.
Do check your template categories. This is the one that finds real money. A template you think of as an order update may have been approved by Meta as marketing, at ₹0.8631 — 7.5 times the utility rate. That misclassification costs more today than the October change will cost you next year. It is worth an hour of someone’s afternoon.
Do budget for it, once. Work out the number above, add it to your monthly forecast for October onwards, and move on. It is a known, dated, published change with a fixed rate. Those are the easy kind.

Every figure here comes from Meta’s own published rate card, and you should not take our word for any of it: Meta’s WhatsApp pricing documentation. Rates checked 28 August 2026.
We have a commercial interest in you thinking carefully about message costs, and we should be upfront about it: Zanoo is a Meta Tech Provider, so Meta bills you for these messages directly and we never touch that money. We cannot make the October change cheaper for you, and any platform telling you it can is either absorbing the cost temporarily or has margin in its message rate to give away.
